Darlene brings 30 years of water and wastewater engineering leadership to Carollo. Her extensive experience spans complex project delivery, strategic planning, and program development for large-scale municipal water infrastructure.
Most recently, as Deputy Water Services Director for the City of Phoenix, she managed a $550 million annual CIP and a division of 35 staff.
A primary author of AWWA Manual M47 Chapter 3 on Capital Project Delivery, and Arizona Water Association Engineer of the Year, Darlene is recognized for innovative approaches to infrastructure management. Her expertise includes booster stations, pressure-reducing valve stations, reservoirs, and water distribution systems across all project delivery methods.
